As you know the cost of plates, designing and basic charges are fixed in multicolour printing. So when the of non-tearable files is just 1000 quantity the basic cost remains high.
As the quantity goes up the basic charges of file printing remain the same and get divided in further. So as the quantity of files folders goes up the cost of file comes down.
